Franklin K. Lane was native to the city of San Francisco, being a former lawyer for the city. So when in 1913, he became the new Secretary of the Interior, San Francisco was overjoyed. Being in this position, he was in a commanding position in which he could direct the debate. He was a strong proponent of the damming. However he was empowered to maintain the same policy that in cases involving national parks that the Congress made the final decision.
