Robert Underwood Johnson distributed an “Open letter to the American people” in which he said that Hetch Hetchy was a “veritable temple of the living God” and warned that “again the money changers are in the temple”. During the course of the debate, as the Wilson administration gave it’s support behind the city, Johnson called in person on the President as a presidential veto was the last hope for the preservationists.
